Key Points of PUCO All Electric Decision of May 25, 2011
1. The All Electric Discount is made up of 3 separate credits:
· EDR = 1.9 cents per kwh on all usage above 500 kwh for both Illuminating Company and Ohio Edison and is NOT being phased out. This credit will continue to run “Winter Months” of Sept. 1 through May 31.
· RDC = 1.7 cents per kwh on all usage above 500 kwh for Illuminating Company and 1.77 cents per kwh for Ohio Edison and is NOT being phased out. This credit will continue to run “Winter Months” of Sept. 1 through May 31.
· RGC = 4.2 cents per kwh for every kwh used for Illuminating Company and 3.9 cents per kwh on all usage above 1,250 kwh for Ohio Edison. This Credit IS being phased out beginning in Fall of 2013 over six years. This credit will run a shortened “Winter Month Season” of Oct. 31 through Mar. 31 during the six year phase out period.
2. Winter Rates will be frozen for the first two years (Sept. 2011 through May 2013).
3. Only part of the All Electric Discount is being phased out. Only the RGC credit is being phased out over six years. The EDR and RDC credits will remain.
4. Beginning in Sept. 2011,the RGC credit will ONLY be available to customers whose sole or primary means of space heating is with electricity. This means former “load management” customers who do not ALSO heat with electricity will no longer receive the RGC credit effective September 2011.
5. Beginning in Winter 2011/2012, FirstEnergy will examine kwh usage of customers receiving the RGC credit and if it feels a customer’s winter kwh usage does not reflect using electricity as the primary means of heating, it will ask the customer to verify its heating source. If the customer confirms they are burning wood as a primary source of heat and/or using some other primary heating method, the customer will lose the RGC credit.
6. All Electric customers may hookup one or more gas appliances (including gas water heater) and still retain the All Electric Discount/Credits as long as their primary or sole source of heating remains electric.
7. The All Electric Discount/Credits will pass to the new home owner if a property is sold.
8. The All Electric Discounts/Credits only apply to homes that were built or converted to electric heating prior to Jan. 1, 2007.
9. The Electric Hot Water Heating ONLY discount is unchanged by the PUCO Order and remains .5 cents per kwh on all usage above 500 kwh (RDC)
